About a month ago I received a speeding ticket from the city from one of our many red-light/speeding cameras, to the tune of $120. Well, this week was my chance to present my case, and I think I may have beaten the ticket!
Since this is a civil, not criminal violation, you go in front of a city employee who basically reviews the photo & video (yes, they have real time footage) and decides if there is ample evidence of a violation. Out of the 30+/- people who were there that day, maybe 5 or so didn't have to pay the fine, typically because the camera malfunctioned and didn't clearly show the car as it went through the light or sped by the camera. Everyone else had to pay up, and many, many people were NOT happy. Several started in on the constitutionality of the cameras, but this was a waste of time, as the clerk from the city can't change the law. Some people got quite irate, and one guy had to be escorted out by one of the two police officers who are also at the hearing.
When my turn came up, I basically said, yep, that's my car, and it's going through that intersection. But, the camera recorded my speed as 65mph, which would be 15mph over the limit going through an intersection on a fairly busy roadway during rush hour. My point was, if I was going that fast, I would have been flying past several cars also on the video, or everyone was going 15 over the limit at that time, which they weren't as traffic was pretty heavy, as it usually is at that time. So, the city clerk gave me a continuance for a couple of days, and said they'd review the tape on file, and I'd probably would not end up having to pay anything, as there may have been a defect in the system.
TL/DR, Got busted by a speed camera, maybe won't have to pay a $120 ticket. Suck it, City of Toledo!

To the best of my knowledge, no, I wasn't doing 65mph, or anything close to it.
